Community Roots
Rose Espinoza was the Mayor of La Habra in 2025. Additionally, she has served as mayor six times and has been on the city council of La Habra for 25 years. In 1991, Rose founded Rosie’s Garage, a local nonprofit that increases academic opportunities for low income children, in a successful effort to decrease crime. Rose has dedicated her life to helping children achieve academic excellence, because when our most vulnerable succeed, we all succeed.

Rose, the youngest of eight siblings, was raised in a migrant labor camp known as the “Red Camp”, built by the La Habra Citrus Association for migrant workers.The Red Camp was a close knit community, one would say a city-within-a-city and because of segregation. The Camp provided the essentials within Rose’s neighborhood, including seamstresses, carpenters, a hardware store, gasoline station, grocery stores and even a hotdog stand. Neighbors cared for the elders and children. In short, The Red Camp is where Rose learned neighbors take care of neighbors.
